I've been to the Shaolin Temple twice, once from Luoyang and once from Zhengzhou. As Benoit says, Luoyang is a good choice because of the Longmen Shiku (Grottoes). They are really stunning! If you like history at all, you really need to see at least one of the famous grottoes in China, such as Longmen or Yungang, which is close to Datong, Shanxi. I prefer Longmen because of the beauty of the caves and river nearby. I hired a private car to drive me there and wait three or four hours for me. I don't remember any more what I paid. That was in the days when you didn't pay to enter the area, but only to see the show or go in the pagoda area. A couple years later I went to Zhengzhou. I loved the Henan History Museum, but if you aren't a fan of museums, you would do better to stay in Luoyang.
You may also want to look into visiting Kaifeng, a lovely old city several hours by bus from Luoyang. It's well worth a couple of days. See the parks and eat at the night market.
