Japanese Subcultures

I would be visiting Japan(Tokyo) soon and was wanted to do a personal project on the subcultures present there. I happened to stumble on this article that talks about the various subcultures.

My Qs would be:

1) is it ok to click photos of people in public?

2) Also, if i want to do a project on them, how do i approach them? Can anyone in this forum help me out?
