Ok. What you want is a web designer that does good graphic design, or a graphic designer specializing in websites. Don't just take any graphic designer--the design they come up with may not be best suited for the requirements of the web. Use a site like odesk.com or elance.com to find someone, that would be my recommendation (but who knows, maybe someone from here can do it!)

Note that you can have someone create the design as a PSD, but you will then need someone to "slice" it--getting small image files out of it, writing CSS code, etc. Depending on what content management system you are using, if any, such as WordPress or Drupal, you will need someone who can do that as well. Or find a web designer that can design the graphics and implement the appearance in the website. I hope this makes sense!
