they have a cage which was made exactly based on their maximal dimension, and they might request you to put your handluggage into the cave. If you can it's ok, otherwise you may turn into problems. Based on my experience it is worth to keep the rule just to avoid problems. They don't always check it, but you never know...

Don't worry Christophe they won't check it so meticulously, those are just approximate measures, no one will actually measure the bag with the ruler at the check-in gate. They will use the cage only in case of a dispute, if person claims it's small enough but in fact it's obvious that it's substantially bigger. Otherwise if you are reasonable, small deviations won't matter.

my own experience: my bag was obviously small enough to fit. But they wanted to measure it with their cage. So I had to put it in. First it didn't pass, because my camera was inside and some other things. And it was just 1 cm difference. I had to re-pack my bag, till it fitted the cage. And they were quite rude to me as well.
So my advise is to have a bag of a size they want, if you (your parents) don't want to get in trouble or uncomfortable situation.
