How to register a moped in Hungary?

Dear couchsurfers,
I am planing to fly to Hungary soon, buy a crappy and cheap moped there and then drive it through the country.

Here is what I need help with:

1.) Is it necessary to register a moped in Hungary, or can I just buy it and drive without a licence plate?
2.) Can a foreigner (german) register a moped?
3.) If yes: How do I register the moped?

It does not need to be registered or carry plates but you do need to get insurance. I would suggest you start by phoning one of the major insurance firms in Hungary such as Allianz, tell them what you want to do and they should be able to tell you how to proceed. You will find they have staff who speak German or English.
