Hi grade lactose monohydrate is a common binder material used in tablets and capsules, as well as some aerosols inhalers.

There are brands of vitamin supplements that specifically advertise their lactose-free nature. I'd imagine it's easier to find lactose-free nutrition supplements than lactose-free pharmaceuticals.
