Don't you want to create an activity for Dec, 31st (if it's clear that the event takes place)?
So people have an idea who will join and if there are enough of them.

Considering the average Berliner I would do that only a few days in advance, otherwise it's useless and you still won't have any idea how many people will actually turn up.

If it's gonna be a big thing, it's better to create the activity earlier, I think.
Well, I personally will look for a big new year's party, so if I see many people attending here, it's going to be more attractive for me...but just my personal opinion
