Some local communities are really active, for example Paris, Barcelona and Mumbai. In Syria there is a group of fairly active CouchSurfers as well.

How to get a group of active CouchSurfers?

Organize meetings, invite all local CouchSurfers, and try to get some travellers to join up as well.
