You can make a hotel reservation online and cancel it afterwards. Then you can apply for tourist visa without LOI. It worked out in my case. Good luck!

thanks for your replay, i know but my big problem is i have to lots of money for visa, its 150$ here and i am sure that its less than this price. i need something more cheap because i think it would be impossible to visit Kazakhzstan.

In this case maybe it is an option to apply for the visa in another country? In Russia it costs 40$, in Kyrgyzstan 90$ for example.

for Iranian i think it must apply inside their country but if i can i think they will ask me for hotel reservation. i am not sure. can you tell me some online hotel booker without paying at first?

I used booking.com. It is for free and very easy. Just make sure that you choose a hotel rate where cancellation is for free too.
And about Kyrgyzstan: I got triple entry visa there (no idea why), so single entry visa is cheaper.
