Get China visa in Ulan Bator or Vladivostok?

I am a Serb. I am traveling by bicycle around the world. I am currently in North Ossetia and ride to Kazakhstan. From there I would then go to China but I read that it is impossible to get a Chinese visa in Kazakhstan if you are non-resident.

I plan to ride from Kazakhstan to Russia (I do not need a visa) and then into Mongolia.
Is it possible for non-residents to get a visa in Ulan Bator?

Another option is to go by train from Ulan Ude to Vladivostok. Is it possible to get a Chinese visa in Vladivostok?

I can't be a big help, but look for a travel agent that is advertising trips to China...but Ulan Bator is so small :(

Don't forget the standby option of couriering your passport back to our home country and have someone apply for a visa there and courier it back. As you say u don't need a visa in K'stan, it's probably best to do it from there. Of course u are without a passport for 10 days or so and that can be difficult, but it's a viable option (that I have used). Get yourself the maximum length visa u can, China is a big place!
