Yes, I know that this is an unorthodox approach, but the main goal of my work is to introduce CS to tourist academic circles, so governments would invest in better infrastructure to aid surfers.

So goal is to make couch surfing safer and more reliable. From my position this is the best I can do to promote and improve CS in general.

Please do excuse me if you find my post offensive!

No no, your observation is very narrow.

Lets say that all travelers do have some needs and particular services that they spend money on - like transportation, hostel, hotel, fun etc.. As this type of tourism is new - in aspect of how many people are using it, therefore governments - lets be more precise here, ministry of tourism, have not made any strategy to fill needs of such tourism, since traditional kind of tourism was centralized to an place.

"Governments" look at it like, in short term introducing others currency at their own market making their currency stronger, and in long run satisfaction of these young tourists would benefit future in better diplomacy, business relations etc.. So they have interest to make certain strategies that will give more satisfaction out of average traveler needs.

Lets say for example that average CS traveler would rent-a-bike, so they can make beneficial projects for those who would have interest into starting that kind of business. Or for example if we make groups in survey of certain people age and how large their baggage is, we can see whats average stamina and agility of that group and therefore their average movement radius - so certain interest based programs could be made to give maximum of hospitality out of that traveler group needs etc..

Or to make it more trivial, its like doing an research on a field where people is passing very often in effort for state to build a road there - from which will benefit everyone.

Thats not true.

CS traveler at average is not only interested into visiting some place, but meeting people of different cultures and looking at things from their perspective as well or some other social aspects. So majority of these travelers would not travel at all if there would not be CS. But still government is not really concerned about will hotel owner earn more money or will they collect that tax from something else - other services or goods where travelers would spend their money instead. They are trying to adjust infrastructure to meet requirements for what people need, not other way around.
