For more information on Romanian language course, please contact the Romanian Ministry of Education and Research, International Relations Department

Also try to search for Romanian universities which are organizing courses for Romanian language, and don't choose a big university, go to a smaller one, more chances to be admitted. And why not to contact the Cultural Deparrment of the Romanian embassy in Syria or Jordan for more information. Good Luck!!!

I sugest you to contact the University of Alba Iulia, is a small university in Transylvania ( Central Romania ) here you can study Romanian language one year starting with 01.10.2013 but is not for free, actually at every public Romanian University you have to pay a fee for the course.
Contact Information for foreign students wishing to study at Alba Iulia University:

Department of International Relations
Address: 5 Gabriel Bethlen Street, 510009 Alba Iulia, Romania
E-mail: relint@uab.ro
Tel/Fax : +40 -258-806042
Contact persons:
Mrs. Irena Vasiu, Advisor (ivasiu@uab.ro)
Ms. Aureliana Macarie (aura_macarie@yahoo.com)
Also Alba Iulia is a safe and cheap place to live, close to main Romanian cities like Cluj Napoca or Sibiu.
