Enterprise and dollar car rentals are the cheapest. But they will put a hold on your credit card so read the fine print if you are on a tight budget. Setting up your rental at least 10 days in advance you can save a good chunk of money. You can also price compare on Priceline.com at first they are going to show you the top 5 most expensive rental cars look in the corner for the more car option button. From there find the best deal but don't order through Priceline go to the rental company direct site so you don't get charged extra booking fees.

Actually, the main issue is not the car rental but the hidden real price - the insurance. Cheap companies tend to have more expensive insurance policies and then you end up paying much more.
I've rented a car many times in the area (including yesterday!) and have found the best option to be ofran.co.il. You prepay here so you know exactly how much you are going to pay including all the insurance, extra drivers etc. and you are not surprised when you get to the actual car rental (for example, I once rented with thrifty, had a quote for $55 and ended up paying $175 with only the basic insurance cover!).
I highly recommend it or at least make sure you know the insurance rates before booking the car.
I usually have good success renting cars through carrentals.com. It's a search engine for all the main car rental companies.
I am partial to getaround its more of a carsharing program rather than just car rentals but its vastly cheaper than any other car company and you'll get a car that is very new and great shape.
Get around cars vary in price but there is something for all price ranges
