I think it is little cold but few rain in March. 3/20 is the national holiday, and March is a vacation month for college students(The end of March is holidays for all students). I believe Kyoto has Japanese style illuminations(Hanatouro) around that time. And some kinds of blossom will be in bloom in the end of March, so it should be beautiful. Have a happy new year!

http://en.wikipedia.org/wiki/Hanami if you are someone who enjoys flowers in bloom here is a good place to start. And if I'm not mistaken there is an app for the phone that will show where flowers are in bloom in Japan when.
