I took a course recently with the Vancouver Squadron, got my Pleasure Craft Operator Certificate and Marine Radio cert. You would want that level of certification at minimum if you are serious about boating. Met a nice group of folks, we get to hang out with them for a year. I don't know how you go about finding a live aboard situation.

There are a number of sailing clubs in Vancouver. I belong to the 'Discovery Sailing Club'. They have around fifteen boats including monohulls, kayaks, hobie-cats windsurfers and a keel-boat moored in False Creek. If you are interested in an orientation I can arrange one. Message me back. Membership is about $250 -$300 per year.
